Educational Productions
ECHO collaborates with content matter experts, billingual community leaders and talented ethnic spokespersons to create groundbreaking, high-quality programming that provides ongoing health, safety and emergency readiness education to limited-English proficiency individuals and families. This critical work both empowers audiences with a stronger understanding of and familiarity with health and safety information - and improves the health and well-being of all Minnesota residents.
ECHO educational programs are distributed in multiple languages through a wide array of communication tools - including local public television and radio stations, a toll free phone line, ECHO's website, an online library of resources on over 50 health and safety topics. ECHO materials are also relayed through community partnerships with over 70 local public health and safety agencies, community and ethnic nonprofit organizations and educational institutions.
Emergency Preaparedness Services
ECHO is firmly established in the communities we serve as the "go-to" resource for reliable and accurate health, safety and emergency readiness information. This ensures that ECHO's distribution channels and communciation tools can function as an emergency infrastucutre - so ECHO can offer state and local governements a proven system to rapidly and effectively translate, produce and distribute critical emergency messaging during times of crisis.
Community Outreach Services
ECHO's educational productions and emergency preparedness services are available through a broad range of effective communication channels - designed to facilitate community outreach. ECHO TV, a groundbreaking series featuring monthly health and safety programs presented on-camera by community spokespersons and bilingual guest experts, broadcasts statewide on Twin Cities Public Television's Minnesota Channel and attracts 9,500 regular viewers.
ECHO Phone, 1-888-883-8831, is a toll free info line providing timely tips on health, safety and emergency readiness topics in 10 languages, updated monthly. ECHO web constitutes an online library of resources on over 50 health, safety and emergency readiness topics in 7 languages. ECHO Partner Relays distributes information through more than 70 community partners in local public health and safety agencies, ethnic and nonprofit organizations and educational insitutions across Minnesota.

What is the organization aiming to accomplish?
ECHO’s ten-year vision is that ECHO is a growing, dynamic hub of cross-cultural exchange, enhancing the capacity of all individuals to live fully in a multi-cultural world. ECHO is a unique communications model and trusted educational and emergency resource for communities across the nation.
What are the organization's key strategies for making this happen?
ECHO’s organizational strategies are to:
1. Deliver vital programs and resources to help people with limited or low English proficiency become healthier, safer, prepared for emergencies and more civically engaged.
2. Reach more people in ECHO’s target communities efficiently and effectively.
3. Expand ECHO’s geographic reach of education, outreach and information dissemination.
4. Grow ECHO’s visibility and brand to ethnic communities.
5. Build ECHO’s organizational capacity to support and sustain growth.
6. Ensure ECHO has the financial resources to sustain its growth.
What are the organization's capabilities for doing this?
ECHO’s programs and services aim to help limited English speaking community members gain access to vital health, safety, emergency response, and civic engagement programs and resources. ECHO launched its communication model by developing multi-media programming on public television, radio, web, phone and social media. As interest in programs and services grew, ECHO leveraged the content from multimedia programs and repurposed it for use in English Language Learner (ELL) classrooms, outreach programs and cultural awareness training. Currently, ECHO provides programming and services in five specific areas: Health and Safety, Civic Engagement and Self-Sufficiency, Community Engagement and Outreach, Emergency Preparedness and Response, and Training and Research. Educational programs are regularly delivered through multimedia channels including statewide television broadcasts, webcasts, DVD distribution and social media. ECHO also works with experts to develop and implement ELL curriculum based on multimedia content, so education can be extended into classrooms where vocabulary, reading activities, discussion, and measurement activities can be incorporated into the education process.
ECHO’s chief strength is its wealth of cultural resources. With over 60 spokespeople representing communities that speak Spanish, Somali, Hmong, Karen, Khmer (Cambodian), Laotian, Oromo, Russian, Arabic, Vietnamese, and other languages – ECHO is able to develop educational tools through the voice of each community. ECHO’s resources all are borne from the thoughts, backgrounds, and cultural awareness of those representing the communities we serve. ECHO works with subject matter experts for each culture to provide information that is accurate, culturally relevant and current for community use.
