Impact Statement

Chhaya, meaning ‘shelter’ in many South Asian languages, is a non-profit organization with a mission to create more stable and sustainable communities by increasing civic participation and addressing the unique housing and community development needs of South Asian Americans, new immigrants and their neighbors. For nearly ten years, Chhaya CDC has continued to conduct educational seminars, support community organizing, and offer counseling services in the areas of tenant rights, homeownership, predatory lending, fair housing, and most recently, foreclosure prevention.

Through its offices in Jackson Heights, Queens - the cultural and commercial hub of the South Asian community in New York - Chhaya also promotes the active participation of South Asian Americans in neighborhood, citywide, and regional planning of their communities through community organizing and promoting civic engagement. To this end, Chhaya convenes local residents and conducts outreach to foster understanding within South Asian American and other immigrant communities of how civic institutions function and can be used to further socioeconomic development.

South Asian Americans-including immigrants from India, Pakistan, Bangladesh, Sri Lanka and from the Diaspora such as Guyana and Trinidad-are New York’s second largest Asian community. To better serve these populations, Chhaya staff speaks English, Bangla, Hindi, Urdu and Nepali. Since its inception, Chhaya has reached nearly 7,000 residents through its education, organizing and counseling work and more than 50,000 annually through media partnerships.

Chief Executive Profile:

Seema Agnani, Executive Director, was one of the initial founders of Chhaya CDC - a community-based organization in Queens addressing housing and community development issues of South Asians. Before returning to Chhaya as Executive Director in 2007, she was the Coordinating Consultant to the Fund for New Citizens at The New York Community Trust, a donor collaborative supporting immigrant rights work.  Ms. Agnani also served as the Director of Training and Technical Assistance at Citizens Committee for NYC, and worked on housing development and fundraising at Asian Americans for Equality for several years.  Later, she served as a coordinator of the Lower Manhattan Health Care Coalition. She currently serves on the Board of Directors of the National Coalition for Asian Pacific American Community Development. She is a recipient of The Charles H. Revson Fellowship at Columbia University, earned her bachelors at the University of Wisconsin at Madison and a Masters of Urban Planning and Public Administration at the University of Illinois in Chicago.  Ms. Agnani is proficient in Hindi, French and Sindhi.

EQUALITY IN EQUITY
SUSTAINABLE HOMEOWNERSHIP: Chhaya helps community members through the confusing process of buying a home. Before buying a home or visiting a mortgage broker, we inform people of the major steps of assessing what is affordable, understanding the loan application process and how to protect their assets.
BUDGETING AND MANAGING CREDIT: Chhaya works with members of the
community to strategize on how to effectively manage budgets, improve credit and save for the future.
FORECLOSURE PREVENTION: Chhaya assists homeowners who are having difficulties with their mortgage payments by informing them of their options and helping negotiate affordable and sustainable payments. In addition, we offer information about the foreclosure process and other foreclosure prevention options such as refinancing and short-sales.

TENANT RIGHTS: Chhaya informs tenants of their rights. We advocate for tenants if landlords are not responding to requests for repairs or are attempting to evict them. We can help with filing complaints, accessing legal assistance, organizing tenant unions and working with landlords and other mediation services.

IMMIGRANT AND COMMUNITY EMPOWERMENT
PUBLIC RESOURCES: We answer basic questions on a wide range of issues from public benefits eligibility to Section 8 housing services, and provide translation and referrals to government agencies and other service providers for more specialized
assistance.
CIVIC ENGAGEMENT: Chhaya encourages local residents to participate in the civic process. We conduct voter education and registration and create opportunities
for members of the community to engage with their representatives directly.
RESEARCH, POLICY AND ADVOCACY: Chhaya convenes local residents, documents community concerns and advocates on issues related to housing and economic development on the City, State and National levels.

Funding Needs

With the growth in demand for Chhaya's services - support is direly needed to expand its capacity - for more space for group sessions and counseling as well as equipment.     With expanded support from public agencies that have restricted use of funds - support is needed for advocacy and organizing work as well as administrative to ensure high quality tracking of outcomes and effective services.


Volunteer Needs

Chhaya CDC needs volunteer attorneys as well as professionals to assist with its counseling and programs in foreclosure prevention.


Request for In-Kind Contributions

Office space, printing, and translation into Bangla, Hindi, Urdu, Punjabi or other South Asian languages.
