Impact Statement
The Crime Commission played a significant role in developing the crime-fighting policies that led to New York's historic recent reduction in crime. More recently, the commission has successfully supported the greater use of DNA evidence in crime fighting, expanded opportunities for at-risk youth, developed interventions against gun violence and highlighted the changing nature of the threat of terrorism. Today, the Crime Commission focuses its work around illegal gun crime, juvenile crime, counter-terrorism, and crime prevention strategies.

As president of the Citizens Crime Commission of New York City, Richard Aborn draws on his wide experience in criminal prosecution and litigation, policy development, management and government affairs to promote the Commission's agenda of making criminal justice and public safety polices and practices more effective.
Mr. Aborn also serves as president of Constantine & Aborn Advisory Services (CAAS), which advises police departments, criminal justice agencies, corporations and other organizations in the United States, Europe, and Latin America on high-level strategy and management issues.
In 1999, Mr. Aborn was commissioned by the Office of the Public Advocate of NYC to conduct an investigation of the NYPD disciplinary system as well as its response to civilian complaints of misconduct. He also investigated NYPD's disciplinary decisions concerning the officers involved in the fatal shooting of Amadou Diallo.
From 1992 to 1996, Mr. Aborn was president of Handgun Control, Inc. (now the Brady Campaign), where he was one of the principal strategists behind the passage of the landmark Brady Bill and legislation banning assault weapons and large capacity clips. Mr. Aborn also served as president of the Center to Prevent Handgun Violence.
Mr. Aborn was an Assistant District Attorney in the Manhattan District Attorney's office where he prosecuted major felonies, including homicides, from 1979 until 1984.

THE CRIME COMMISSION CONDUCTED RESEARCH ON CRIME AND LAW ENFORCEMENT ISSUES, HELPED EDUCATE THE PUBLIC ABOUT THESE TOPICS, AND DEVELOPED STRATEGIC INTERVENTIONS IN RESPONSE TO CRIME PROBLEMS, PROVIDING A BENEFIT TO ALL MEMBERS OF THE NEW YORK CITY COMMUNITY. THE COMMISSIONS’S PROJECTS INCLUDED DEVELOPING INTERVENTIONS AGAINST GUN VIOLENCE AND ILLEGAL WEAPONS TRAFFICKING; CREATING PARTNERSHIPS TO PLAN AND IMPLEMENT EFFORTS TO REDUCE JUVENILE CRIME; CONVENING EXPERTS TO EXAMINE EFFECTIVE METHODS TO COMBAT TERRORISM AND EXPLORE THE CHALLENGES ENCOUNTERED; DEVELOPING AND SUPPORTING INNOVATIVE STRATEGIES THAT PREVENT AND FIGHT CRIME; AND OFFERING INDEPENDENT NONPARTISAN COMMENTARY ON CRIMINAL JUSTICE ISSUES AND OTHER RESOURCES TO THE MEDIA.
