Impact Statement

At the Harbor we provide a “well-lit path” that empowers children and young people to commit to a rigorous, disciplined education—with role models and resources to challenge them to think critically, creatively and reflectively. 

1) The Harbor has launched an initiative to integrate the
Performing Arts into all Harbor Programs. To support additional classes in the performing arts, we have renovated our “Black Box Theater” where recitals and small-scale performances can be presented to Harbor students, faculty and parents and the larger Harlem community.

2) In the annual assessment of the Harbor's Preschool
Program (Spring 2011) the Harbor was placed 5.69 on the ECERS/ITERS Program score and 6.25 on the Supplemental Rating score. Both exceeded standard.

3) We are developing a system of Individual Learning Plans
to address the educational and emotional needs of Harbor students in every program. We are beginning to use Great Plains software to track the attendance and classes taken by every Harbor student.

4) Technology is being used in every classroom, from iStations
in our preschool to PLATO in our 20-station Computer Learning Lab for older students: all of which provide teachers and parents timely and accurate data on students' academic progress.

5) We have created budget monitoring tools to demonstrate
accountability and ensure appropriate allocation of resources.

6) We are investing in our organizational capacity through
an employee performance and appraisal system, professional memberships and resources, leadership training seminars and corporate compliance workshops.

Chief Executive Profile:

 Dr. Thomas Howard has over 25 years of experience in the field of education. He began his career as a music educator in 1980 and broadened his intellectual impact on students as an elementary school teacher in the 1990s. As a teacher, Dr. Howard was credited with deploying an interdisciplinary curriculum that influenced students’ understanding of subject matter at greater depths of comprehension.

In 1998, Dr. Howard began his first role as school principal in a charter school in New Jersey with a focus on math, science, and technology. In 2001, he was assigned to Captain James Lawrence School (CJL), one of Burlington, New Jersey’s lowest performing public schools. Under Dr. Howard’s guidance, CJL made Adequate Yearly Progress (AYP) for three consecutive years.

In May of 2006, Dr. Howard's dedication to the field of education was recognized when the New Jersey Association of School Psychologists awarded him their Educator of the Year Award. He received his Master's Degree in Education Administration from Rider University and earned his Doctorate in Educational Leadership from Nova Southeastern University.

Dr. Howard co-authored one book while serving as Associate Director for The Center for Data-Driven Reform in Education (CDDRE) at Johns Hopkins University and Director of Leadership for the Success for All Foundation (SFAF). Prior to joining the Boys & Girls Harbor, Dr. Howard served as Chief Academic Officer for Victory Schools, Inc. in New York City.

Dr. Howard is a devoted father, son, brother, and served 10 years as Minister of Music of his church. He is an accomplished musician and loves to play the Hammond B3 Organ.

Program Description:

Harbor Preschool Program serves toddlers and preschoolers year-round, full day, enabling each child to engage in and benefit from a robust early learning experience: rigorous reading and math curriculum; computer technology for literacy skill building, ongoing student assessment, beautiful Central Park location, balanced child-directed choices with consistent classroom structure, swimming lessons (Spring), dance/movement classes, educational trips, indoor/outdoor play, targeted student learning plans, and nutritious meals.
The Harbor’s Preschool Program, licensed by the New York City Department of Health and Mental Hygiene and the Bureau of Child Care, is developmentally focused and promotes measurable standards that prepare our student for kindergarten and beyond by building a strong academic base. Our Preschool Program faculty delivers high impact instruction, supported by an active Parent Advisory Council which continues to assist the Harbor in fulfilling its mission.
 
Boys & Girls Harbor has more than 40 years of expertise in building stable and nurturing relationships with toddlers and preschool children, working in partnership with our children’s families, our committed faculty, social workers, and staff to attend to each child’s individual need and stage of development.

Program: Afterschool and Summer Enrichment for Elementary, Middle, and High School Students

Program Description:

  Harbor Afterschool Programs are multi-disciplinary and serve 475 students; they are designed to enhance academic skills during the critical afterschool hours by building upon the efforts of the schools our students attend. Employing activity-based lessons that instill a love of learning while developing life skills for future college/workforce success through 3 programs:
 

1.       Jr./Sr. Education Program (5-12 Year Olds) provides resources to improve the academic and social skills of children through activity-based instruction in literature and language arts, science, mathematics, history, geography, world culture; visual arts, music and theatre arts; tutoring, community volunteering; and peer leadership (e.g. Harbor City microsociety).

2.       Upward Bound serves high school students to increase the rates at which they enroll and graduate from post-secondary education institutions. The program provides resources including: mentoring, workshops in test taking/writing, library research, personal and financial counseling, college readiness support (tutoring, SAT prep, college tours, admissions process); and volunteerism.

3.       Genesis serves teenage students to prevent onset of substance abuse. Experienced faculty and mentors provide individual counseling and peer discussion groups, academic tutoring, financial literacy, career/college guidance, and family workshops. The program includes exposure to summer employment opportunities, cultural institutions, colleges, and businesses to expand students’ frame of reference.

Program: Performing Arts Conservatory

Program Description:

Harbor Conservatory for the Performing Arts is an integral component of the Harbor’s education philosophy; the Conservatory is Harlem’s largest multi-disciplinary arts training organization, offering arts exposure and training to students of all ages and levels of proficiency and aspiration.

Also known as a pre-professional training institute, and internationally recognized as a leading school for Latin music training, the Harbor Conservatory offers low cost training in music, dance and theater to more than 500 youth annually, led by a distinguished faculty of more than sixty professional artists/teachers.

Through Conservatory offerings of 50+ courses, the Harbor combines arts training with the vital cultural roots of the local community of East/Central Harlem, to create a rich curriculum and powerful training experience. A performance oriented program with a highly-esteemed international faculty, Harbor Conservatory students and alumni have been into professional schools, appeared on television and radio, concert stages and performed feature roles in Broadway productions. Alumni often return to join our faculty.

The Harbor has launched an initiative to integrate the performing arts into all Harbor programs (e.g. Literacy through Music and Movement has been integrated into the Preschool Program). The Conservatory is partially funded by the New York City Department of Cultural Affairs, and the New York State Council on the Arts.
