Mission Statement
Our mission is to raise funds to build a no-kill pet shelter, promote spay/neuter and promote the humane treatment of animals. We plan to provide a no-kill shelter for homeless pets in DeKalb County and surrounding rural areas with no shelter access. Pets will be spayed or neutered, receive veterinary care, be socialized daily and ensured a safe and nurturing environment until a suitable permanent home is found. In addition, we promote humane values and spay/neuter programs in collaboration with other local groups. We have no paid staff and rely on our dedicated volunteers to run each of our programs. It is our hope and pledge that through aggressive marketing of spay/neuter programs and through building public awareness of the growing problem of pet over-population in our area, that we will be able to drastically reduce the number of unwanted pets so that no adoptable pet should have to be destroyed.

Impact Statement
We plan to provide a no-kill shelter for homeless pets in DeKalb County and surrounding rural areas with no shelter access. It is our hope and pledge that through aggressive marketing of spay/neuter programs and through building public awareness of the growing problem of pet over-population in our area, that we will be able to drastically reduce the number of unwanted pets so that no adoptable pet should have to be destroyed. In 2009, Freckles' Friends accomplished the following:
1. We co-sponsored 11 visits of the New Leash on Life Mobile Spay Station to our area. 297 pets belonging to low-income families were neutered and received needed vaccinations through this program.
2. 137 pets were neutered through our Spay/Neuter Assistance Voucher Program. We paid $50 per dog and $35 per cat to assist pet owners who were unable to afford the full cost of surgery.
3. In April, 2009, we organized the first DeKalb County Women's Show with proceeds funding our spay/neuter programs. Guests and vendors were provided information regarding animal welfare issues, available spay/neuter assistance programs, and pet care and training.
4. In October, 2009, the first October Pet Festival was held with fun events such as pet costume contests and a cake walk benefiting Freckles' Friends.
Our goals for 2010 are:
1. To assist pet owners in spaying or neutering 500 pets.
2. To bring the New Leash on Life Mobile Spay Station to our county on a monthly basis to spay/neuter pets in low income families.
3. To increase awareness of the problem of pet overpopulation through community events such as the DeKalb County Women's Show, yard sales, informational meet & greet opportunities, etc.

Chief Executive Profile:
Mrs. Brantley has been an avid animal lover since childhood. She graduated from David Lipscomb College in 1986 with a degree in Business Management and Marketing. After working for several years in retail management, culminating in a position as corporate retail manager for a chain of Hallmark stores, she began working with her husband in his on-line business as webmaster and promoter. Like Mr. Brantley, she has been aware of the great need for pet shelter facilities and volunteered with the Humane Society of DeKalb County until they decided to focus their efforts entirely on spay/neuter. While agreeing that spay/neuter is the ultimate solution to pet overpopulation, Mrs. Brantley knows the frustration of finding an abandoned dog or cat and being unable to care for any more yet having no place to take the pet and know that it will receive proper care.
CEO/Executive Director Statement:
I am determined that this area will one day be able to join the "no-kill" community and that no adoptable pets will have to be killed for lack of a good home. I am concentrating most of my efforts on spay/neuter programs and education. We (the board of directors) decided that it would be prudent given the current economic climate to postpone our capital campaign until the economy improves. In the meantime, our goal is to spay or neuter at least 500 pets in 2010.

Program Description:
We began our Spay/Neuter Voucher Program in February of 2008 with a $2,600 grant from the Greg Biffle Foundation. As many citizens of our county are resistant to paying for the surgery yet do not qualify for low-income programs, we feel it is necessary of offer a low-cost solution for every pet owner, regardless of income. Vouchers are issued that are good for 30 days from issue. The voucher is used as a coupon towards surgical costs at participating local veterinarians and are issued for the following amounts: female dog - $50, male dog - $40, female cat - $35, male cat $25. We believe that this will encourage many to neuter their pets that otherwise would be allowing litters to be born, adding to the problem. The voucher program is primarily funded through our fundraising efforts and private donations.

The ultimate goal of this program is to reduce pet over-population through assisting with the prohibitive costs of surgery.

Each voucher that is issued is recorded. Upon receipt of the veterinarian's monthly statement, those vouchers used are logged as redeemed.

This program has been steadily growing. We have helped numerous people to spay or neuter their pets. Many pets neutered through our program were once strays that kind-hearted people have taken in and need financial help with the costs of surgery.

Program Description:
Spay Day USA is in February each year. We plan to use this national event to help promote spay/neuter in our area. In order to reduce the serious over-population of pets in our area, we are aggressively promoting the neutering of pets through newspaper articles, radio PSAs, flyers and ads. We are working to inform the public regarding the prevailing false myths concerning spay/neuter. We need funding for advertising expense including radio spots, print materials and newspaper ads in order to continue this program on an on-going basis.

Program Description:
Thanks to the Community Foundation of Middle TN and the Animal Welfare Fund, we received grant funding of $5,000 to bring the Mobile Spay Station to DeKalb County one day each month in 2009. Our co-sponsorship fee was is $425 per visit. In addition, we are responsible for finding a suitable location, advertising, providing lunch for the staff and assisting with scheduling. The spay station is a program of the New Leash on Life Organization in Lebanon, TN and provides spay/neuter surgeries to pets in low-income families. 25 - 30 pets are spayed or neutered during each visit. Clients must show proof of participation in a program such as Food Stamps, Disability or Medicaid in order to have their pets neutered. In 2010, the program has been funded through private donations and fundraising efforts of our volunteers. We hope to be able to continue this program in future years.

The ultimate change that will result from this program is the reduction of the overall pet population in our community.

Funding Needs
Our greatest needs going forward are as follows:
1. We desperately need $8,000 to fund our spay/neuter voucher program. Our program has gained momentum and we are presently unable to fulfill all the requests received for aid. In 2009, we paid out $5,800 to veterinarians for redeemed vouchers. In the first four months of 2010, we paid out $5,400 through this greatly needed program. The unemployment rate in DeKalb County is over 12% and rising. In addition, local farmers were hit hard by the drought in recent years. Many animals are being abandoned and pet lovers who take them in rather than see them suffer find themselves unable to afford surgical costs.
2. We need corporate sponsors for the 2011 DeKalb County Women's Show which helps fund our spay/neuter programs. Silent auction items are also needed for this event.
3. We need volunteers to help with fundraising efforts.
4. 1-3 acres of land is needed in central DeKalb County on which to build a shelter.
5. $250,000 is needed to build a quality, no-kill pet shelter.
