Chief Executive

Mr. David E. Fowler

Term:

Since June 2006

Chief Executive Profile:

Law practice for 22 years
Director of Center for Law and Government at Bryan College 4 years
Served in Tennessee Senate for 12 years

CEO/Executive Director Statement:

FACT is unique in that it is the only organization operating state-wide to identify, equip and mobilize Christians and citizens to understand and respond to public policies affecting a comprehensive set of pro-family issues. It is also unique in that my experiences as an attorney, 12 years veteran of the state Senate, and former service on a church staff lend credibility to FACT’s message to Christians and the church. It is also unique because of its associations that allow FACT to leverage research, educational materials, best practices in terms of operations and management, and effective initiative models from Focus on the Family, The Family Research Council, and the Alliance Defense Fund while also being able to facilitate communications by those organizations into Tennessee with respect to what we are doing, increasing our reach.

Program: Ministers' Day on the Hill

Budget:
$21,000
Category:
Religion, General/Other
Population Served:
Adults

Program Description:

As the Rev. Martin Luther King, Jr., once said, “The church must be reminded that it is … the conscience of the state.” With this end in mind, FACT has designed its Ministers’ Day on the Hill at the state capitol and its regional Ministerial Briefings to encourage ministers and their congregations to stay abreast of family policy issues and to use their influence positively through participation and prayer.

Program Long-Term Success:

Program Short-Term Success:

This year's event served to energize some of the ministers in attendance, resulting in:
• Ministers initiating & helping facilitate regional Ministers' Prayer Breakfasts & Legislative Briefings, reaching approximately 75 ministers in Shelby and Hamilton Counties. The event in Shelby County led to an invitation from some attending ministers to come back to educate them and other community leaders about an Employment Non-Discrimination Ordinance facing their county government.
  • an invitation to address the annual meeting of the Middle Tennessee Presbytery of the Presbyterian Church in America.

FACT held a breakfast meeting for 50 pastors during the annual meeting of the Tennessee Baptist Convention. Out of these regional events, FACT was able to assist in the actual functional development of two Salt and Light Committees at Bellevue Baptist Church, Memphis, TN, and Woodland Park Baptist Church, Chattanooga, TN. Other churches are in the process of developing such committees.

Funding Needs

1. Staffing. FACT needs additional staff to allow FACT’s President to have more time devote to network development and relationship building in order to increase its capacity to bring about cultural transformation relative to its key values. In particular help is needed with development and delivery of communications and educational materials and programming. Cost $55,000 to $60,000

2. Software. An integrated data base management software is needed to allow management and evaluation of constituent information and contributions in order to effectively implement our low and mid-level donor development plans that are necessary to greater financial stability. However, it must integrate with our need for greater flexibility and ease of communication with constituents identifiable by legislative districts. Approximately $7,000

3. Office Equipment. A desktop and laptop computer (and related software) are needed to replace personal and out-dated equipment currently being used along with a video camera, stand and microphones (currently borrowing equipment) for use with increased video reports and interviews. Cost $ $2,600 - $2,700

4. Two displays  for use at events and speaking engagements. $1,800 - $2,000

5. Funding a beta test to refine, adequately promote, conduct 10 Community Impact Seminars (described under Programming) in 10 communities around the state and to evaluate them to determine their effectiveness in equipping people to start ministries within their churches to help members be informed about and better engaged in addressing and responding to cultural issues.   $15,000
