Mission Statement

El Valor's mission is to support and challenge urban families to achieve excellence and participate fully in community life. Our programs exist to enrich and empower people with disabilities, the disenfranchised and the underserved.

For over twenty years, Dr. Vincent Allocco has been the President and Executive Director of El Valor. In 1979 Dr. Allocco arrived at El Valor to join others who shared his dream of excellence and inclusion for all children and families including people with disabilities. Those who know Dr. Allocco know he is a visionary leader, with mission, passion, and dedication to the community. In his spare time, you will find Dr. Allocco busily searching for innovative ways to help build more inclusive communities of excellence. Accomplishments include the development and implementation of the "Tocar el Futuro/Touch the Future" early education model, and the successful National Public Awareness Campaign on the importance parental involvement in early childhood education aptly named "Parents As First Teachers." Thanks to Dr. Allocco, El Valor has completed two capital campaigns that resulted in the construction of 3  state-of-the-art children and family centers.   Like Don Quixote, Dr. Allocco's quest is not complete as he now begins plans for a resource and rehabilitation center for the inclusion of people with disabilities. His dream, and that of our staff, is that this resource center work on issues that affect all people with disabilities with a special emphasis on Spanish-speaking families. Dr. Allocco's passion and dedication saturates every part of the agency. Dr. Allocco holds a Ph.D. in Human Behavior from the United States International University in California, a Masters in Education from Maryknoll Graduate School in New York and completed his undergraduate studies in philosophy at St. Mary of the Lake Seminary in Mundelein, Illinois.

Program Description:

Promoting Children's Early Development

The future of our communities lies within the hearts and minds of our children. At El Valor, we touch the future through a continuum of education programs that stimulate and challenge children early in life, and reinforce strong relationships with their families.

Early Intervention works to strengthen families that have a child under three years of age with a developmental disability. Parents are encouraged to become their child's primary teacher and therapist.

Early Head Start and Prevention provide early education, and stimulation to children birth to three years of age, while helping parents become involved as their children's first teachers.

Our Head Start classes, offered in both half-day and full-day sessions, help children between the ages of three and five develop critical skills, which are needed for a lifetime of learning.

El Valor  provides bilingual training and support to day care home providers to prepare them for licensing in Cook County. El Valor also coordinates a network of licensed home care providers who care for children ages birth to five.

El Valor connects research to practice and implements the latest in early childhood research in our classrooms.

Youth Programs

El Valor's Youth Enrichment Program has an academic focus supported by an enriching environment where youth are nurtured to see their immense potential, and challenged to develop their unique gifts. The youth program works with committed, mission-driven staff and volunteers, who place high expectations and set clear goals and objectives for our children and their families.

El Valor's youth enrichment after school program addresses the academic and social needs of young people by focusing on reading, math, science, music, and computer technology. The program boasts a 95% attendance rate over the last three years.

El Valor's strength lies in its ability to engage in effective partnerships. The Youth Enrichment Program works with The Chicago Academy of Sciences, the Merit School of Music, the United States Department of Agriculture and the National Science Foundation.

Since the program's inception, over 700 children have participated in El Valor's Youth Enrichment Program. The challenge is that we only have the resources to support 250 children annually. Over 400 children are on the waiting list.

Program: Adult Programs for People with Disabilities

Program Description:

Supporting People with Disabilities

El Valor believes that individuals who are physically and/or mentally challenged are vital members of the community. El Valor is committed to assisting and supporting adults with disabilities through programs that emphasize personal choice, employment, inclusion and enrichment.

Vocational Development, Supported, and Competitive Employment Programs provide access to employment opportunities. The programs focus on strengthening vocational, socialization, and communication skills to prepare individuals with disabilities for employment opportunities.

Development Training for adults who have greater physical and developmental challenges, provides training in areas such as communication, socialization, life enrichment, recreational skills, and vocational skills. The primary aim of the program is to increase the individual's independence, self-esteem and integration into the community.

El Valor's Acquired Brain Injury Program provides specialized case management services to persons of all ages that live with Acquired Brain Injury.

Through six residential homes in the Chicagoland area, adults with developmental disabilities live independently and participate in the community. Independence and choice in everyday life are maximized utilizing existing social networks and community links.

Encouraging Leadership

With a shortage of minorities in education, business, and government, El Valor has taken a giant step in building stronger, more inclusive communities by encouraging a diverse group of individuals to pursue degrees, and assume leadership roles in their communities.

Through El Valor partnerships with colleges and universities, working people who would otherwise be unable to further their education, have the opportunity to participate in degree programs. These programs are conveniently offered during evenings and weekends at El Valor centers in the community.

Through El Valor's university programs, individuals may pursue either an associate, bachelor, master, or doctoral degree in areas such as:
• early childhood education
• educational administration
• speech therapy
• rehabilitation
• guidance
• counseling
• business

Over 500 adults have completed their degrees through the cohort program.
