Mission Statement
The Indiana Youth Services Association advocates for the children and families of Indiana by enhancing its members ability to implement the core roles of youth advocacy, delinquency prevention, information and referral, and community education.

Chief Executive Profile:
Cheryl Hall-Russell came to Indiana Youth Services Association as its CEO in 2007. With almost 20 years in the nonprofit sector she had just completed almost 5 years with the YMCA of Greater Indianapolis as the Asst. Vice President of Urban Services. In that position she was responsible for the overall management of coummunity outreach services for this $31 million association. A long time association executive, Hall-Russell is also the former Executive Director of the Indianapolis Coalition of Neighborhood Development, an association of community development corporations, and she is the prior Director of Strategic Services for the former Community Centers of Indianapolis, an association of community based social service organizations.
A graduate of Indiana University, she holds a MA in Philanthropic Studies from the prestigious Indiana University Center on Philanthropy and a Master of Public Affairs from the Indiana University School of Public & Environmental Affaris. Hall-Russell has performed extensive research on philanthropic giving publishing both African-American Giving and Serving: A Midwest Perspective and Religion, Youth and Philanthropy for the IU Center on Philanthropy. She is also a freelance writer.
A community activits, Hall-Russell has served on numerous boards including Camptown, Inc., Horizon House day shelter, and she currently serves on the board of the National Coalition of 100 Black Women Indianapolis Chapter. She is also a member of ASAE & the Center of Association Leadership, the Lacy Leadership Association and the Center on Philanthropy Alumni Association.
CEO/Executive Director Statement:
Indiana Youth Services Association (IYSA) has championed the rights of youth for over 35 years. It does this by supporting its extensive network of youth service bureaus that provide juvenile delinquency prevention services in 75of Indiana's 93 counties. IYSA is the body that accredits youth service bureaus in the state ensuring they are sound fiscally, programatically, and operationally. IYSA provides a variety of best practice information to its membership and it advocates on behalf of them on issues pertaining to youth and families. IYSA strongly supports alternatives to the juvenile justice system and provides centralized information that promotes community awareness on this issue.
