Leadership Statement:

From President and CEO, Art Berman:

I am… lovable, important and valuable; worthy; ready to change.

I can… adjust; bounce back; work hard; take responsibility; succeed.

I will… be a great employee; take control of my life; be accountable; stay personally empowered; never give up.

These are all powerful words at Twin Cities RISE!. They are even more powerful thoughts.

They capture the essence of our transformational Personal Empowerment program, and they describe a process that our participants experience and a set of skills that they develop. It starts with a strong self-affirmation – I am; leads to developing a greater sense of self-esteem and confidence – I can; and finishes with a commitment to action and success – I will. This is the Empowerment journey that leads to full-time employment and a long-term, sustainable path to financial independence. It equips our graduates with the resilience skills needed to overcome the many barriers that they have. The best part about it? It works!

These words and thoughts also describe the character of Twin Cities RISE! Our annual report’s portraits of success, as well as the articulate words of all of those profiled, reinforce this view.

Our success formula integrates these Personal Empowerment skills with a strong skills training and coaching model, a thoughtful strategy, and a hard-headed commitment to continuous improvement. We are intentional about how we define and measure success, and believe we have learned the lessons of The Non Nonprofit (see inset) well. Success at Twin Cities RISE! is measured by our long-term job retention rates that exceed 80%, a change in our graduates’ income of 311%, a return on investment to state taxpayers of more than $7 for every $1 invested, and a sharp drop in recidivism.

Although the challenges our participants face remain formidable, we look forward to the year ahead. We just started an innovative national pilot program, funded by the US Department of Labor, to provide tailored work skills and wraparound services (through partnerships) for female ex-offenders. We are also now launching new Personal Empowerment training programs for several of our nonprofit partners, to support even better outcomes for their clients.

As we continue to innovate and grow, we are honored by the strong support of so many key stakeholders: employers, volunteers, donors, and a dedicated, highly professional staff team.

Program: Twin Cities RISE! Program

Budget:
$3,604,600
Category:
Human Services
Population Served:
Poor/Economically Disadvantaged, Indigent, General
Male Adults
Ethnic/Racial Minorities -- General

Program Description:

Core Training Program: TCR!’s core training program includes Personal Empowerment training, one-on-one coaching, classroom and computer lab training, supportive services, internship opportunities, and employment placement. Career areas include Office Support and Operations/Warehouse.

Participants commit to spending 15 hours+ in program activities per week, for 12 to 15 months. Core classroom training is focused on four areas: Personal Empowerment, computers/technology, communication (written, oral & work-based), and career exploration/job search. Other training includes financial education, safety training, and off-site, sector-based training. Staff support progress through one-on-one coaching, supportive services, and comprehensive job support which includes the Internship Program, a drop-in Career Center, and full-time job placement.

Personal Empowerment focuses on emotional intelligence and personal development. It recognizes that in addition to job skills, participants need to believe in their own self-worth, manage emotions, be proactive problem-solvers, and take personal responsibility for their futures. This curriculum is the key to long-term job success.

Program Long-Term Success:

TCR! benefits individuals by placing them into living wage jobs that pay at least $20,000 per year. In 2012, our graduates made $25,077 on average per year plus benefits, an increase of over $18,972 from their income at program start. As a result, they are better able to care for themselves and their families, and become active community members. Participants also accrue benefits in training, gaining short-term employment, increasing incomes, and receiving supportive services.

When low-income adults become self-sufficient, the entire community benefits because the burden on taxpayers is lessened. The State of Minnesota is one of our largest funders through an innovative PFP funding model which is based on the ROI received by the State when individuals reduce dependence on government subsidies and become taxpaying citizens.
TCR!’s return to Minnesota over the past fifteen years has been nearly $35 million in benefits to state taxpayers. Data demonstrate that for every successful outcome, state taxpayers have an ROI of more than $50,000 or $7 for every $1 spent, in the form of taxes paid, eliminated subsidies, and reduced recidivism in the criminal justice system.

Program Short-Term Success:

Program Success Monitored by:

TCR! dedicates a full-time staff position to program evaluation, and has a participant database that tracks participant demographic information, program progress, income, and job information. Evaluation results are communicated to external funders and stakeholders to help them determine the impact of our program, and used during planning and throughout the year to improve program operations.

They have a terrific "empowerment" training model that helps people being trained understand and accept that they are ultimately responsible for their own destiny. Other nonprofits and schools hire TCR! to train their staff and clients on this effective behavior and lifestyle-changing course. Foundation Professional

Areas for Improvement

Experts suggested that TCR! could be more accessible to the very neediest clients, collaborate more with similar organizations, and expand its training options.

Connect with the hardest-to-place clients
Their work is driven by clients finding them. It would be good to find ways to connect their efforts to neighborhood and community-based efforts to increase impact in geographies where poverty and disparities continue to persist. Foundation Professional
They need to develop programming for more difficult to place clients, e.g. remedial, GED, habilitation, etc. Nonprofit Senior Staff
Collaborate with other similar organizations
They sometimes annoy other training providers because they are ahead of the curve in trying to institutionalize funding via policy changes that allow for the State and others to pay for outcomes, not inputs. They have geared their tracking to this goal, so they uniquely have data to support their statement that they can "earn" those public dollar payments by not only training people, but by getting paid only after clients get employed and then paid in additional increments after they can document that their clients stay employed. Other providers haven't set up their tracking for that purpose and now realize they are likely to be left behind in the possible legislative funding changes being contemplated in MN in 2011. Foundation Professional
TCR! weeds out many people who can't/won't follow-through on its many expectations. It would be nice if these drop-outs were intentionally connected to other, less-demanding programs that might help them advance their careers. Foundation Professional
Widen breadth of training options
The breadth of training options are limited. Nonprofit Senior Staff
Focus on long-term education/training
They should focus on longer term education/training rather than just work first, and focus on high skill/high wage as longer term goal. Other
Improve quantitative reporting
They could improve their quantitative reporting. There is lots of fluff. Nonprofit Senior Staff
