Impact Statement from Nonprofit
Many cities have long held the best way to control the free roaming cat population is to remove them. They are trapped by animal control officers, taken to shelters and most usually euthanized. This has historically been the common practice for stray or feral cat control as outlined by animal control ordinances for decades. It has not worked.
With views changing and people becoming more enlightened and educated about the humane treatment of animals and with local oordinances not reflective of the changing mores, Shadow Cats identified the need to not only impact individual cats but also to address the ordinances that often made our work more difficult.
In 2007 we were instrumental in bringing the plight of free roaming cats to the attention of the Round Rock, Texas city council. Working with progressive city leaders that were aware of changing attitudes and armed with documentation and information gathered through our multiple meetings, the ordinance allowing Trap, Neuter and Return- TNR- was passed into law. Again in 2009, after working with city officials in Taylor, Tx we were once again instrumental in effecting change that allowed TNR in that city. Again in 2010, we worked with Leander, Tx city council and brought legal TNR to this city.
Where once it had been illegal to care for these cats, it now is an accepted practice in these cities because of the pro active work of Shadow Cats.
We continue to identify and approach cities that maintain ordinances that make TNR illegal and to create a dialogue of positve communication which leads to a change and a better future for the free roaming cats within our communities.
In 2009, we sterilized over 400 cats and are on track to sterilize more than 500 in 2010. We have impacted individuals who felt they were without resources for the cats. When Shadow Cats was asked to assist, we routinely sterilized large colonies of cats, rehomed social cats and kittens and supplied food and resources for the remaining cats.

Program:
Trap, Neuter and Return
- Budget:
-
$7,500
- Category:
-
Animal-Related
- Population Served:
-
General Public/Unspecified
Program Description:
We serve the Central Texas area with a focus on Round Rock, Austin, Taylor, Leander and Cedar Park. Our volunteer trappers go out several nights per week to TNR the cats in these areas. We average 350-500 cats per year.
Program Long-Term Success:
In an ideal world, long term success would be measured by a No Kill world, where no animal is killed simply because they exist.
Program Short-Term Success:
In the short term, success is measured by a decrease in shelter intake numbers and euthanasia rates , in public awareness and acceptance of community cats and their right to exist and in TNR reform as evidenced by changes in city ordinances.
Program Success Monitored by:
Progam success is measured by statistics from area shelters, verbalization and understanding of the Vacuum Effect by the public and by the changes in ordinances of cities we have approached.
Program Success Examples:
Intake at both Williamson County Regional Shelter in Georgetown, Tx and Town Lake Animal Center decreased in 2009. The decrease was attributable to TNR according to shelter directors.
Letters received from individuals and companies that have allowed TNR have expressed a clear satisfaction in how the program has worked for them.
Changes in TNR ordinances in Round Rock, Taylor and Leander, Tx- all cities approached by Shadow Cats - have shown TNR reform is a humane and compassionate choice of City leaders once they have been given information and become educated on trap, neuter and return.
Funding Needs
One of our most urgent needs are funds to care for the veterinary needs of injured or ill cats we find in our trapping efforts and who need acute intervention and for the cats at our Sanctuary who have chronic needs.
Volunteer Needs
Shadow Cats needs Volunteers who are compassionate animal lovers. We need trappers to join our TNR program, volunteers to come to the Sanctuary to care for the cats in our hospice and feline leukemia programs and other volunteers who are interested in grant writing, data entry and have computer skills.
Request for In-Kind Contributions
Scoopable kitty litter and quality canned food are constant needs. Pet store gift cards and department gift cards are also requested.
