The mission of Santa Barbara Neighborhood Clinics is to provide high quality, affordable, comprehensive healthcare to all people regardless of their ability to pay, especially those uninsured and otherwise underserved, while maintaining a welcoming environment and treating patients with compassion, dignity, and respect. We strive to achieve excellence and to maximize the potential of each employee, volunteer, and board member through a respectful and supportive organization.

Chief Executive Profile:

Cynder moved to Santa Barbara in 1995 to serve as Chief Executive Officer of Girl Scouts of Tres Condados. After nearly 12 years in that position, she joined Santa Barbara Bank & Trust as Vice President in the Wealth Management division in August, 2006. On April 1, 2008 Cynder joined the Santa Barbara Neighborhood Clinics as Executive Director and continues in that capacity today.

 

Previously, she served as Executive Director for the Child Abuse Prevention Council in San Joaquin County. She has provided leadership in the non-profit field since 1975, founding several social service organizations, including extensive work with Hispanic farm-worker families in Fresno County. She received the Mustard Seed Award from World Vision in recognition of the organizations she founded in Fresno County.

 

Cynder serves on several boards of directors and board committees including: Chamber of Commerce, Jodi House, CADA, Salvation Army, Education Foundation, CALM, United Way, Nonprofit Support Center, VCCF, and the Downtown Rotary Club. Cynder has twice won the Child Advocate of the Year Award from the State of California and Ventura County.

 

Cynder raised five children and has 11 grandchildren. She graduated California State University, Fresno with her Bachelor’s degree and from the University of Phoenix with her Master’s in Organizational Development. She completed her Doctorate in July 2008 in Organizational Leadership. Her hobbies include snow skiing, hiking, bicycling, kayaking, backpacking, and scuba diving.

Welcome friends! I hope you are inspired by Santa Barbara Neighborhood Clinics’ incredible work in our community.

 

Santa Barbara Neighborhood Clinics is the critical health safety net for Santa Barbara County and provides care to almost 17,000 unduplicated low-income patients each year. Over the past year, SBNC was responsible for over 75,000 total patient and health education visits. SBNC is unique in its ability to provide free and sliding-scale services to underserved populations. Our average cost to deliver a patient’s visit is $154, but the average payment/reimbursement is only $65; we rely on grants and donations to fill this considerable funding gap. Our medical services prioritize preventative strategies and health education, even as we continue to serve 500 new patients each month. Program Description:

The following is a list of our current services:

  1. Preventative and critical medical care
  2. Preventative, Comprehensive and Emergency Dental Care for children and adults. Dental services are also provided for the Homeless.
  3. Mental health and counseling services
  4. Chronic care management for illnesses such as diabetes, hypertension, asthma, etc.
  5. Cancer Detection Program and Breast and Cervical Cancer Treatment Program
  6. Family Planning Services
  7. HIV, HepC and STD education, counseling and testing
  8. Application assistance for health coverage, such as Medi-Cal and Healthy Families
  9. Bi-lingual health education
  10. Community outreach and presentations
  11. Advance Education in General Dentistry Residency Program
  12. CalWorks Welfare to Work Program, internships, work-study and other work training programs
  13. Links patients with a broader community network of services and organizations

Program Long-Term Success:

SBNC is at a critical point in developing financial stability, improved technology and increased sustainability while simultaneously serving an unprecedented number of patients and encounters. Additional funding support at this time will help SBNC maintain programs and services while putting into action a strategic plan to increase long-term revenue and organizational sustainability.  Over the last year, SBNC has been working with various consultants to identify ways to increase revenue, improve efficiencies and productivity, and decrease expenses. SBNC is in the process of developing many new ways of increasing and diversifying revenue sources through various means, including a new practice management system, applying for FQHC status, increased PPS rate, increasing the number of insurance companies who consider SBNC a provider; increased reimbursements through improved billing functions, clinical coding and efficiencies and patient per hour ratio; and improved administrative function.

Program Short-Term Success:

SBNC provides care to at least 17,000 unduplicated patients with 75,000 total patient and health education visits. Supporting a health safety net, such as SBNC, not only assists underserved populations, but increases the health and financial stability of the entire community. 

Program Success Monitored by:

Board of Directors monitors the organization, and the Executive Director manages the organization. Directors regularly report to the ED with a multitude of case management statistical studies, cost and expense studies in order to ensure the organization runs efficiently and productively.

Program Success Examples:

Thanks to the generosity and collaboration of our many dental and medical partners in Santa Barbara, a little girl in our community received the treatment of a lifetime.

During a visit to the Eastside Family Dental Clinic, a resident dentist discovered Selena had destructive cysts. Dental Director Dr. Quynh Nguyen responded quickly to the discovery, and asserted the necessary work would be covered. Selena, her family, SBNC and the Eastside Family Dental Clinic deeply appreciate the following individuals and organizations for such extensive work to remove Selena’s cysts and involved teeth. An SBNC resident dentist examined and referred the patient, and doctors and staff performed pre-surgical physical and blood work free of charge; Dr Wallace, a local oral surgeon, performed Selena’s surgery pro bono; Cottage Health System donated the use of their surgical center and pathologists donated their services, facilitated by SBNC Board Member Kathleen Rodriguez; St. Cecilia’s Society paid for the technical pathology services; and last but not least, a local foundation awarded a grant to cover the fees of the anesthesiologists.

Undetected, the destructive cysts would have fractured Selena’s jaw, given her permanent nerve injury, and required multiple bone grafting procedures among other surgeries and excessive pain throughout. We thank the people and organizations who have touched Selena’s life in an incredible way. After the surgery and many procedures were successfully performed, her pathological report found that her cysts were thankfully benign.
