Board Leadership Practices (GuideStar Exchange,

January 2014)
?

GuideStar worked with BoardSource, the national leader in nonprofit board leadership and governance, to create this section, which enables organizations and donors to transparently share information about essential board leadership practices.

Board Orientation & Education ?
Why does this matter? Without clarity around their responsibilities and expectations, board members are not positioned to succeed. They may find themselves challenged to fulfill their governance responsibilities or frustrated by the expectations that the organization has set for them. BoardSource recommends that every new board member participate in a formal orientation process, and that all board members sign a pledge or agreement committing to their board service and to all of the responsibilities and expectations that come with service. Ideally, board members also should participate in a formal governance training program prior to serving on a board.

Does the board conduct a formal orientation for new board members and require all board members to sign a written agreement regarding their roles, responsibilities, and expectations?
Response Not Provided
CEO Oversight ?
Why does this matter? Oversight and management of the chief executive is one of the board’s most important legal responsibilities. The CEO or executive director is the board's single employee, and - just like any other employer/employee relationship - regular and written assessment is critical to ensuring that the chief executive and board are communicating openly about goals and performance. BoardSource recommends that boards conduct formal, written reviews of their chief executives on an annual basis, which should include an in-person discussion with the chief executive and distribution of the written evaluation to the full board.

Has the board conducted a formal, written assessment of the chief executive within the past year?
Response Not Provided
Ethics & Transparency ?
Why does this matter? A commitment to handling conflicts of interests is essential to creating an organizational culture of transparency. Boards should create and follow a policy for identifying and handling conflicts of interest, whether real or perceived. BoardSource recommends that organizations review the conflict-of-interest statement and require signed disclosures from all board members and senior staff on an annual basis.

Have the board and senior staff reviewed the conflict-of-interest policy and completed and signed disclosure statements within the past year?
Response Not Provided
Board Composition ?
Why does this matter? The best boards are composed of individuals who bring a variety of skills, perspectives, backgrounds, and resources to tackle the complex and strategic challenges confronting their organizations. BoardSource recommends that boards commit to diversity and inclusion by establishing written policies and practices, which include strategic and intentional recruitment of diverse board members, continual commitment to inclusivity, and equal access to board leadership opportunities.

Does the board ensure an inclusive board member recruitment process that results in diversity of thought and leadership?
Response Not Provided
Board Performance ?
Why does this matter? Boards need to regularly assess their own performance. Doing so ensures that they are being intentional about how they govern their organization, which is a critical component of effective board leadership. BoardSource recommends that a board conduct a self-assessment of its performance a minimum of once every three years to ensure that it is staying on track with its roles and responsibilities.

Has the board conducted a formal, written self-assessment of its performance within the past three years?

Program Description:

With the anticipated implementation of major aspects of the Affordable Care Act early in 2014, PPCW is proactively ensuring that we are a go-to provider for sexual and reproductive health services among Oregon’s new Coordinated Care Organizations. In our effort to enhance patient-centered care, we are also preparing to launch the use of Electronic Health Records at our health centers in 2014. State-of-the-art health information technology will lead to improved health outcomes for patients, a goal of the ACA as well of PPCW. In the last year, nearly 60,000 women, men and teens visited one of PPCW’s health centers for affordable contraception, cervical cancer prevention services, testing and treatment of STDs, pregnancy testing and options counseling, comprehensive education, and much more. We provide expert, confidential, and compassionate care for On June 1, 2013, PPCW welcomed Stacy James as the organization’s sixth President & CEO in fifty years. James is a proven leader who is committed to expanding access to affordable health care and education, and advocating on behalf of women’s health. Our newest health center in McMinnville, OR has now been open for over two years. The number of patients served at this new health center continues to grow as we strengthen relationships within the community and introduce neighbors to this new resource. And in Washington, we’ve been serving a new group of patients as the new Title X provider in Clark County for over two years as well. Our two health centers in Vancouver continue to see more patients. After five years of dreaming, planning, and building, Planned Parenthood Columbia Willamette's Elizabeth Flanagan Regional Service Center in North Portland was completed in January 2010, on time and under budget. This state-of-the-art facility allowed us to increase the number of services provided to the community by 10%.

Program Description:

Our sexual and reproductive health education programs are a critical element in creating healthy communities, and a fundamental component of our services. PPCW serves as a trusted leader in advancing sexual and reproductive health by delivering effective and evidence-based sexuality education programs in schools, community centers, and places of worship that is culturally sensitive, and in alignment with health education standards. Our highly trained staff and volunteers empower more than 25,000 youth and families every year to develop lifelong, healthy sexual attitudes and behaviors. In the last year, 1,465 teens participated in one of PPCW’s education programs. With their help, we reached 4,049 students through peer education outreach. Our educators worked in 17 schools across seven school districts in Oregon. Teen Council is a one-year program for high school students that trains young people to become peer educators and health advocates. Students are trained to present sexuality information to their peers and other members of their communities. Teen Outreach Program is an evidence-based youth development program aimed at reducing teen pregnancy. Implemented in partnership with schools and community organizations, TOP has demonstrated: • 53% reduction in the risk of teen pregnancy or fathering a child • 52% reduction in the risk of school suspension • 60% reduction in the risk of course failure

Program Description:

PPCW’s political arm, Planned Parenthood Advocates of Oregon in tandem with Planned Parenthood Votes Northwest, continues to be a powerful advocate for women’s health in Oregon. Planned Parenthood activists and grassroots leaders have been working tirelessly to keep Oregon one of only six states in our nation with no laws restricting a woman’s access to reproductive health care. Our base of grassroots leaders and activists has grown substantially in the past year. Hundreds of additional Planned Parenthood supporters were identified, and our Planned Parenthood Action Network email list expanded to 60,000 members. Legislative Action Teams in Portland, Salem, Clackamas County, Bend, Southwest Washington, and Washington County continue to lead the grassroots effort and engage community members in choice activism. In Oregon and Washington, we: • Advocated to expand eligibility for Oregon Contraceptive Care (Medicaid coverage for family planning) to allow 20,000 more Oregonians to receive family planning services annually. • Defended family planning funding in the state budget and abortion funding for low-income women through the Oregon Health Plan. • Introduced legislation including a consumer-rights bill to sop Crisis Pregnancy Centers from misleading women who seek information about their reproductive options. • Protected PPCW’s Teen Outreach Program from political attacks to ensure all Oregon students receive the education they deserve to stay healthy. • Supported 30 endorsed candidates who support women’s health, earning recognition in a coer story in The Nation and coverage on HBO’s Real Time with Bill Maher. • Helped pass marriage equality in WA. • Blocked a budget proposal that would have cut family planning by 93%, eliminating almost all of the state-only Department of Health funds for birth control and cancer screenings for women. • Spurred more than 50,000 contacts to legislators by phone, email and in-person visits on the budget during the regular and special session on both the Reproductive Parity Act and the budget.

Impact Summary from the Nonprofit

Quality health care in an asset to any community, but during tough economic times, access to affordable health care becomes vital. Now, more than ever, people depend on Planned Parenthood for expert sexual and reproductive health care that is unbiased, comprehensive and confidential. Women who find themselves unexpectedly unemployed or without health insurance shouldn't go without an annual exam, cancer screenings or birth control. Our promise is that safety net resources like Planned Parenthood will be here to help patients plan their families and stay healthy. In 2009-2010, a record of over 60,000 women, men and teens received birth control, annual exams, cancer prevention screenings, STD testing and treatment, and high-quality health care at PPCW. We completed the biggest capital campaign in PPCW's history, and moved into the new, state-of-the-art Regional Service Center-- one of the largest, most functional and one of the only LEED certified Planned Parenthood headquarters in the country.  This new service center enabled PPCW to increase its clinical services to the community by 10% in 2009-2010.  This increase in organizational capacity could not have come at a better time, as PPCW is facing increased need for services.  In 2008, 1 out of 4 patients received a discount of 20-100% on services, due to financial need and lack of insurance.  Due to the recession and loss of employer-based health insurance, this number has increased to 1 in 3 patients needing additional hela proven, evidence-based youth development program aimed at reducing teen pregnancy. The program will focus on areas throughout the Northwest where teen birth and pregnancy rates are high and health disparities exist.  Through this new program and partnership, Planned Parenthood will reach more than 2,000 youth over five years.
