Mission Statement
The ACLU Foundation of Northern California conducts litigation, policy research and advocacy, public education, and community organizing programs to protect and defend civil liberties and civil rights. Acting on the firm belief that liberty must be protected for everyone if it is to be enjoyed by anyone, the ACLU Foundation of Northern California works to defend the rights of all. The ACLU Foundation of Northern California is particularly concerned about freedom of expression, the right to privacy, and the right to be free from discrimination.

Top Accomplishments from the Past Year:
- Secured a court ruling that the Shasta Union High School District's suspicionless drug testing of students as a requirement for participation in school-sponsored activities, like marching band and math club, violates the state constitution's guarantee of privacy rights.
- On behalf of two detainees and the Committee for Immigrant Rights, we filed a lawsuit to prevent the Sonoma County Sheriff's Department from collaborating with federal officials to arrest and detain young Latino men merely based on suspicion about their immigration status.
- Reached a settlement with the Vallejo Unified School District in a lawsuit challenging anti-gay harassment and discrimination faced by a high school student. The district is now required to hold mandatory trainings for faculty, staff, and students on anti-gay discrimination, why it's harmful and how to prevent it.
Goals for the Current Year:
- Pursue litigation to compel the FBI to speed the release of its records on the investigation and surveillance of Muslim communities in the Bay Area. The lawsuit was filed because of concerns about the chilling effects of possible racial and religious profiling and the potential harm such tactics may have on national security.
- Educate the public about outdated electronic privacy laws that allow the government to engage in massive, unsupervised surveillance into the private lives of Americans.
- Continue federal litigation agains the City of Antioch and its police department for discrimination against African American low-income tenants in the city.
- Conduct a Central Vally Outreach Project to leverage the resources of the ACLU Foundation of Northern California to make proactive and positive impacts in the region.

Chief Executive Profile:
Abdi Soltani has served as the Executive Director of the ACLU of Northern California since April 2009. A card-carrying member of the ACLU for many years, Abdi has served as executive director at Californians for Justice, the Campaign for College Opportunity and, most recently, at PARSA Community Foundation. He also serves on the Board of Public Advocates, a legal advocacy organization. Abdi has a long history of working with young people, and believes deeply in the importance of investing in youth and cultivating their strengths and skills. Abdi has extensive experience working on statewide policy and ballot initiatives. As a leader in the No on 54 Campaign in 2003, he helped defeat a proposition aimed at significantly weakening racial equality by barring state and local government agencies from collecting vital data on Californians’ race, ethnicity, color, or national origin. Abdi is a graduate of Stanford University. He was awarded the John Gardner Public Service Fellowship in 1995 and the Gerbode Foundation Fellowship in 2002.

At the ACLU Foundation of Northern California, we are daily remindd of a long-standing ACLU call: Eternal vigilance is the price of liberty.
The ACLU argues more cases before the Supreme Court than any individual or organization other than the U.S. government. Yet the ACLU is much more than a formidable force in the courts. In Northern California, and throughout the country, the ACLU pairs legal expertise with community organizing and public education to spark and sustain change.
For example, the ACLU Foundation of Northern California has recently worked to replace illegal and ineffective abstinence-only sex education with comprehensive, medically accurate curricula in key school districts, ensuring instruction that is free of bias and religious ideology.
Our advoacy demonstrated to lawmakers that opposition to the death penalty is stronger and more infomred than ever--leading to a drop in death sentences in key California counties.
We won and enforced key legal settlements in rural and urban school districts to ensure that schools throughout Northern California are fairer and more welcoming for Native American, African American, and Latino students.
In light of the state's continuing budget crisis, we are pressing for sensible criminal justice reforms that reduce costs and increase public safety.
