Impact Statement from Nonprofit
We've had much to celebrate in 2011:
- Mekong governments agreed to significantly delay the Xayaburi Dam – the first dam planned for the lower Mekong Mainstream – pending further study.
- The massive Inambari Dam in the Peruvian Amazon was canceled due to community opposition.
- The Burmese government stopped construction of the Myitsone Dam, setting an important precedent for holding Chinese dam builders accountable for their overseas projects.
- Sinohydro, the world’s largest dam builder, is developing a world-class environmental policy that reflects International Rivers’ recommendations.
Yet the pressure on the world’s rivers has never been greater:
- A cascade of dams planned for the Mekong and its tributaries threatens major fish migrations that feed tens of millions of people.
- More than 100 large dams planned in the Amazon would impact indigenous communities and jeopardize one of the world’s most important river basins.
- China hopes to approve more hydropower dams in the next five years than any other country has built in its entire history.
- The World Bank, governments and the hydropower industry plan to build hundreds of new dams under the guise of climate change mitigation, even though the changing climate makes dams a riskier investment than ever.

Chief Executive Profile:
Before joining International Rivers in 2011, Mr. Rainey served as Executive Director of the South Yuba River Citizens League (SYRCL) in northern California from 2005-2011, where he built a grassroots movement to restore a healthy Yuba River, championed the decommissioning of two federal dams, protected wild salmon runs, improved water quality and habitats, and fought new dams.
Under his leadership, SYRCL expanded its award-winning River Monitoring Program involving hundreds of volunteer "citizen scientists" in community-based watershed assessment, planning and restoration projects. During his tenure, SYRCL's Wild & Scenic Film Festival developed into one of the largest and most successful environmental film events in North America, building a network of over 100 affiliated organizations throughout the country.
As a Program Director of the Marin Conservation Corps from 1999-2005, he initiated and led a range of innovate collaborative projects focusing on creek rehabilitation, solid-waste recycling and wildlife monitoring through a youth job-training program. He has served as a steering committee member of the California Hydropower Reform Coalition, a founding member of the Calling Back the Salmon Committee, and a board member for SalmonAid.
He has also worked as an educator, researcher and organizer for human rights and environmental initiatives throughout the world, including Russia, Zimbabwe, Nicaragua, and Thailand. He has a Master's degree from New College of California's program in Culture, Ecology and Sustainable Communities; studied at the School for Public and Environmental Affairs at Indiana University, Bloomington; and earned his Bachelor's degree in History & Government with an emphasis on International Economic Development from Claremont McKenna College in California.

Program Description:
International Rivers combines working on reforming global policies with campaigning on specific key projects. In our global policy work, we provide critical analysis for dam opponents and bring the concerns of local communities to the attention of dam funders as part of our efforts to reform their policies and practices. In our project campaigns, we build the capacity of non-governmental organizations and social movements to oppose their governments' plans for specific destructive dam projects (or to campaign for fair compensation for projects that cannot be stopped or have already been built). Specific programs include: Building the capacity of local groups and working to stop destructive river projects in Africa, Latin America, China, Southeast Asia and South Asia; Reforming the policies and standards of international financial institutions; Seeking to block hydropower industry's efforts to exploit concerns over climate change, and raising awareness of greenhouse gas emissions from dam reservoirs and the impact of climate change on the performance and safety of dams; Promoting environmentally sustainable and socially just solutions for water, energy and flood management needs; Coordinating the International Day of Action Against Dams and for Rivers, Water and Life; and conducting outreach, specifically through our website our newsletter, World Rivers Review and our annual Dams, Rivers and People reports.
Program Long-Term Success:
Coordinated, distributed and publicized expert studies on the impacts of planned dams on the Madeira River, the Amazon's largest tributary. These studies generated considerable public debate in Brazil about the feasibility of the projects and helped significantly delay the licensing process for the dams.
Program Short-Term Success:
Our work has helped delay destructive dam projects in Mexico, Patagonia, Turkey, and the Brazilian Amazon.

International Rivers works closely with funders and and dam-affected people to evaluate the effectiveness of our campaigns.
Program Success Examples:
We have been working with Mexican community activists to stop the La Parota Dam which threatens to displace more than 25,000 people and harm 75,000 more because of changes to the river downstream. Recently a Mexican judge suspended the project. We are hoping that the suspension can lead to an outright cancellation of the project.
