Promoting Freedom, Innovation and Growth. The Institute for Policy Innovation (IPI) is a free-market public policy research organization based in Dallas, Texas. Our primary emphasis is promoting economic growth, and the policy areas that are involved in economic growth. Strong economic growth provides the nation with the ability to defend itself and to provide economic freedom and opportunity for our citizens.
