The agency's focus, from its earliest beginning until present day, remains: To serve as an empowerment service in order to help the poor become self-sufficient. Designated not as an assistance program, but rather as an empowerment service for low-income County residents, the national CAA mission is: "Helping the poor become self-sufficient."

To do this CAASTLC provides counseling programs, emergency services, employment development program, energy services, energy rated homes, family intake, assessment and referral, family literacy - GED program, family support case management, H2O Help Program, housing assistance, Individual Development Accounts, life skills classes, probation & parole programs, RISK/gang prevention, Step Up To Leadership, and the Weatherization Assistance Program.
