PROVIDE COUNSELING AND ANCILLARY SERVICES TO HIGH RISK CLIENTS (18 AND UNDER) FOR STABILIZING THEIR CURRENT CONDITION. PROVIDE COUNSELING SERVICES AVAILABLE AFTER HOURS ON AN EMERGENCY BASIS AND TO THOSE PEOPLE RESIDING IN THE HUD APARTMENTS.
