Mission

Basic Human Rights for Children

Around the world there are communities and groups that choose to withdraw and work outside the structure established by society. Children raised in these communities or groups may sometimes be denied basic human rights that we take for granted. Safe Passage Foundation provides advocacy and support for children raised in such environments.

The mission of Safe Passage Foundation is to ensure:

That minors within cults or high demand organizations are protected from abuse and exploitation and that their rights are respected and protected.

That those who choose to leave a cult or high demand organization have a support structure throughout the transitional period.

That those who violate children's human rights are held accountable for their crimes and face justice

Safe Passage Foundation has adopted the United Nations Convention on the Rights of the Child as the statement of its guiding philosophy.

The Julia McNeil Scholarship provides college scholarships to individuals who were raised in high-demand organizations based on demonstrated financial need, academic achievement or community participation or involvement. Initially funded by a donation pledge in memory of Daniel Frouman the scholarship was renamed in honor of Safe Passage Foundation founder Julia McNeil following her death in 2012.

The scholarship program is currently funded by a donation pledge that will provide 4 $500 scholarship grants per year until 2017. We are planning fundraising campaigns to significantly increase the number of awards and the amounts of each award.

Safe Passage Foundation's scholarships are granted with a pay-it-forward pledge. Recipients of the scholarships are asked to "pay it forward", pledging to try to support Safe Passage Foundation's scholarship fund or a similar scholarship fund in the future.

Scholarship benefits are divided into three different categories. An applicant may apply in one or more categories to be eligible for a scholarship benefit:

Demonstrated financial need.

Academic achievement. To be eligible for an award in this category, the applicant must currently have and maintain a grade average equivalent to at least 80%. Transcripts of the applicant’s grades must be submitted with the application. Successful applicants must submit transcripts each semester for the previous term.

Community participation and involvement. To be eligible for an award in community participation and involvement, an applicant must have demonstrated leadership, outstanding achievement over obstacles and/or commitment to community participation, including (but not limited to) improving the lives of other current and/or former HDO children.

Awards are limited to a maximum of $5,000 USD, but the amount may vary from year to year, subject to funding.

The applicant must have been born and/or raised in an high demand organization (HDO). Whether or not the community the applicant was raised in meets the criteria established for an HDO will be determined by the selection committee.

There are no restrictions based on race or employment status of the recipient or any relative of the recipient. SPF will not base its selection on the employment status of the applicant. No relatives of members of the selection committee will be eligible for receiving scholarship benefits from SPF.
