Mission

Our mission is to support the development of young children and families in Wilson County through collaborative, community-based programs focusing on health, family support services, and quality education. Smart Start is a comprehensive public-private initiative to help all North Carolina's children enter school healthy and ready to succeed. Smart Start programs and services provide children under age five access to high-quality and affordable child care, health care, and other critical services.


The Wilson County Partnership for Children is a non-profit organization led by local volunteers, designed to provide Smart Start programs and services for families and children in Wilson, North Carolina.

The Wilson County Partnership for Children envisions a partnership in which the Wilson County community joins hands with families so that every child under the age of five is cared for by loving, competent adults, helped to stay healthy and safe, given opportunities to learn, create, and enjoy life, and enters school prepared to be successful.

Wilson County Partnership for Children (Smart Start)

The following programs operate under the direction of the Wilson County Partnership for Children. Some of these programs are mandated by the State and others are responses to local community concerns. All of our programs are for families with children ages 0-5 years.

Child Care Resource & Referral provides assistance to early childhood professional by offering workshops and training sessions that are required by the Division of Child Development and Early Education and it offers technical assistance which help Child Care facilities achieve, increase, or maintain their star rated license.

NC Pre-K is a state mandated activity that provides extensive pre-kindergarten readiness and preparation to eligible four year olds throughout the state of NC. This program follows the Wilson County Public School calendar and provides salary supplements to early childhood professionals with a Bachelor's degree in Early Childhood or related field and a Birth through Kindergarten Certification. The program also provides professional development training throughout the public school calendar year.

The Smart Start Child Care Subsidy – Scholarship program provides funds to families to help cover the cost of child care. Parents are allowed to seek care for their children from any Child Care facility that has a star rating of 4 or more. The parents are often required to pay a child care fee equal to 10% of their monthly salaries.

WAGE$ is a state administered project by the Child Care Services Association that offers early childhood professional a salary supplement. The supplement varies individually, depending on the level of educational attainment that the participant achieves. The early childhood professional must remain in childcare for six consecutive months or attain an AA degree in ECE.

We have also previously provided parenting support programs such as Parents as Teachers and Healthy Families America. Other services include vision screening programs, developmental screenings, dental health activities, consumer education classes for parents, and referrals of children who may be suspected of having a special need.
