THE BELL POLICY CENTER PROVIDES RESEARCH, OUTREACH, ADVOCACY, AND STRATEGIC COMMUNICATION ON THE INTERSECTING FORCES AFFECTING ECONOMIC MOBILITY IN COLORADO: ECONOMIC INEQUALITY, CHANGING DEMOGRAPHICS, TECHNOLOGY'S EFFECT ON THE WAY WE WORK AND LEARN, AND SHRINKING PUBLIC INVESTMENT. WE ARE INVESTING NEW ENERGY AND IDEAS INTO A STRATEGY THAT IGNITES A CONVERSATION ABOUT THE LOSS OF ECONOMIC MOBILITY IN COLORADO AND THE POLICIES THAT WILL RESTORE IT. THROUGH POLICY RESEARCH AND ANALYSIS, OUTREACH AND COALITION BUILDING, STRATEGIC COMMUNICATIONS, AND ADVOCACY, WE ADVANCE THE FOLLOWING GOALS:1. ECONOMIC MOBILITY AND PUBLIC INVESTMENT NARRATIVETHROUGH A SUSTAINED, STRATEGIC COMMUNICATIONS AND RESEARCH EFFORT, ELEVATE OUR REFRAMED NARRATIVE ON ECONOMIC MOBILITY INTO THE LARGER POLICY CONVERSATION. USE THIS NARRATIVE TO ADVANCE AND DEFEND POLICY GAINS FOR LOW- AND MODERATE INCOME COLORADANS AND TO DEFINE AND STRENGTHEN THE CASE FOR PUBLIC INVESTMENT, FISCAL REFORM, AND A MORE EQUITABLE TAX SYSTEM.2. FAMILY ECONOMIC SECURITYBUILD AND ADVANCE AN ACTIONABLE AGENDA FOR FAMILY ECONOMIC SECURITY, WITH A FOCUS ON EARLY CARE AND EDUCATION, TWO-GENERATION APPROACHES, HEALTHY AGING AND LONG-TERM CARE, STRENGTHENING AND PROTECTING SYSTEMS THAT MEET BASIC HUMAN NEEDS, AND FINANCIAL EMPOWERMENT.3. EQUITY IN THE FUTURE OF WORK AND LEARNINGDEVELOP A BODY OF RESEARCH AND AN ACTIONABLE AGENDA FOR PROMOTING EQUITY AND ECONOMIC MOBILITY IN THE CHANGING WORKFORCE AND POSTSECONDARY EDUCATION ECOSYSTEM AND BUILD ON THE STATE'S LANDMARK PROGRESS ON WORKFORCE DEVELOPMENT INNOVATIONS. 2018 ACCOMPLISHMENTS INCLUDED:--RELEASED GUIDE TO ECONOMIC MOBILITY IN JANUARY 2018, WHICH EXAMINED FOUR MAJOR FORCES AFFECTING ECONOMIC MOBILITY AS WELL AS POLICY CHANGES AND INVESTMENTS THAT COULD ADVANCE ECONOMIC MOBILITY IN LIGHT OF THESE FORCES. --RELEASED "COLORADO'S MIDDLE CLASS FAMILIES: CHARACTERISTICS AND COST PRESSURES" IN CONJUNCTION WITH RESEARCHERS FROM THE UNIVERSITY OF COLORADO DENVER SCHOOL OF PUBLIC AFFAIRS, EXAMINING HOW THE EXPENSES ASSOCIATED WITH A MIDDLE-CLASS LIFESTYLE ARE BECOMING INCREASINGLY OUT OF REACH FOR MOST COLORADANS.--PRODUCED 2018 BALLOT GUIDE, WHICH PROVIDED COLORADANS WITH ACCESSIBLE INFORMATION ABOUT EACH OF THE STATEWIDE MEASURES ON THE 2018 BALLOT. PRESENTED THE BALLOT GUIDE TO A VARIETY OF AUDIENCES AROUND THE STATE, EDUCATING MORE THAN 870 PEOPLE ABOUT THE ISSUES. 5,611 PEOPLE VIEWED THE BALLOT GUIDE ON OUR WEBSITE.--DEVELOPED FINANCIAL EQUITY COALITION WITH MORE THAN 25+ MEMBERS IN FOUR ACTIVE SUBGROUPS WORKING ON PREDATORY LENDING, RETIREMENT SECURITY, STUDENT DEBT, AND FINANCIAL EDUCATION AND ASSET BUILDING STRATEGIES. WORKED WITH THE COALITION TO DEVELOP WWW.FINANCIALEQUITY.ORG, A NEW WEBSITE HUB FOR THE COALITION AND RESOURCE FOR ITS OUTREACH.--CO-LED A SUCCESSFUL INITIATIVE TO CAP PAYDAY LENDING RATES AT THE 36% USURY LIMIT FOR OTHER INSTALLMENT LOANS IN COLORADO, PREVENTING COLORADANS FROM BEING TRAPPED IN CYCLES OF DEBT.--DEVELOPED AND ADVANCED A RETIREMENT SAVINGS LEGISLATIVE PROPOSAL AND EXPANDED SUPPORT AMONG SMALL BUSINESSES AND OTHER KEY GROUPS. --PRESENTED OUR FINDINGS FROM THE GUIDE TO ECONOMIC MOBILITY AND THE MIDDLE-CLASS ANALYSIS AT SEVERAL EVENTS, INCLUDING HOSTING A "BEYOND THE BOOM" PANEL DISCUSSION ON THE GUIDE WITH JOURNALISTS AND A FIRST FRIDAY BREAKFAST AT THE UNIVERSITY OF COLORADO DENVER SCHOOL OF PUBLIC AFFAIRS, PRESENTING FINDINGS FROM THE MIDDLE-CLASS ANALYSIS. WE ALSO SHARED FINDINGS FROM THE MIDDLE-CLASS ANALYSIS AT THE BIDEN INSTITUTE CONFERENCE IN SEPTEMBER.
