Mission

PACER was founded in 1978 to aid and give voice to the estimated 6 million Americans who are adopted, and their families by birth and adoption. We believe in honesty and openness in adoption, which is a lifelong, intergenerational experience, and in the civil and human right of adult adoptee to know their heritage. We offer peer support groups throughout Northern California, public and professional education, referrals, events, a quarterly newsletter and a website. PACER pursues personal empowerment, community awareness and social change by advocating for truth, sensitivity and fairness in adoption policy and practice.
