Mission

The Center for Governmental Studies (CGS) creates innovative political and media solutions to help individuals participate more effectively in their communities and governments. CGS uses research, advocacy, information technology and education to improve the fairness of governmental policies and processes, empower the underserved to participate more effectively in their communities, improve communication between voters and candidates for office, and help implement effective public policy reforms. Program AreasL Political Reform: Projects are designed to improve the fairness and responsiveness of governmental processes through research, strategic consulting, legislative drafting and publication. Areas of concentration include public campaign financing, electronic campaign finance filing and disclosure, ethics laws, ballot initiatives, term limits, judicial elections, redistricting and electoral systems. Media & Civic Participation: Projects are designed to increase civic participation through innovative use of the internet, cable television, satellite networks, video systems and other new media. Efforts include media reform, website and media development and publication in the areas of e-democracy, e-government and voter information. Sustainable Communities: Projects are designed to improve citizens' lives through education and information on important policy issues. Endeavors link underserved neighborhoods to community, educational and legislative resources.

California Governance Project (www.cgs.org) -- A project to examine a series of critical "democratic infrastructure" issues confronting California including redistricting, ballot initiatives, campaign finance, term limits, budget reform, judicial selection and financing, state-local fiscal relations and electoral reforms. Campaign Finance Reform -- A project through which CGS provides ongoing assistance to local and state jurisdictions interested in proposing and/or implementing campaign finance reforms, including full or partial public campaign financing, electronic filing and disclosure laws, drafting of legislation, testifying at hearings and technical design and implementation support. ConnectLA (www.connectla.org) -- A project that provides employment, health and community resources information on-line for underserved, economically disadvantaged communities in the Los Angeles area. CalHealthReform.Org and HealthVote.Org - Provide the public and press with impartial information about health-related reform legislation and measures on California's ballots. PolicyArchive.Net (www.policyarchive.net) - A project to create an Internet-based archive of public policy research. Public Financing in American Elections - A multi-year project conducting comparative research on the effectiveness of public financing laws adopted in jurisdictions across the United States. The reports provide a detailed examination of the strengths and weaknesses of public financing laws in practice, with suggestions for improvements, modifications and reform. Video Voter (www.videovoter.org) -- A project to provide voters with direct and unfiltered information on candidates and ballot measures, in video-on-demand formats, directly from the candidates and ballot measure committees themselves, over multiple platforms (TV, cable TV, Internet, digital video recorders, iPods, etc.).
